The Fire District is governed by a five member non-partisan board elected at large by
the registered voters of the District. Board members are elected to alternating four-year
terms so there are at least two members elected every two years. The Board
establishes policy, sets tax rates, and approves the annual budget. As a special district
of the State, the Fire District must comply with all applicable Arizona Revised Statutes
such as the Open Meeting Laws.

William Pierce, Board Chair

Bill was appointed to the Fire Board in 2006 and elected in 2008 for a four year term. He has a B.A. Degree from the University of Mississippi. Bill lived in Prescott from 1961 to 1977 and was co-owner of Byers, Herrmann, Pierce Insurance Agency. He was one of the founding Fire Board Members when the CYFD was formed in 1965 and served for several years. During this time he also served as a volunteer firefighter at the captain rank. After a 16-year stay in Colorado, Bill returned “home” to Prescott in 1993 and became the United States Bankruptcy Trustee for Yavapai and Mohave Counties in 1995.

Charlie Allen, Clerk

Charlie is serving his third term on the Board of Directors. He was first appointed in August of 1998. Charlie comes from a firefighter family and he has served in several positions as volunteer with the Glendale Arizona Fire Department. Charlie is retired from the printing industry where he owned his own printing business for 18 years and worked as printer for the Arizona Department of Education. He currently volunteers for the Litter Lifters and Meals on Wheels program. Charlie makes his home in Prescott Valley.

Sandra Heiden
Term Expires: December 2010
Sandra originally joined the Board of Directors in 1989 and served as the Board Chair from 1994 to 1996. She retired after 13 years from Better-Bilt Aluminum and traveled extensively with her husband Les Heiden (retired Reserve Lt.) until his death in 1999. She rejoined the Board in 2001 and served as the Board Chair from 2004 until March 2009. Sandra makes her home in the Prescott Country Club.
